Fix USB Tethering from Android to Windows

USB tethering should be boring: plug in, enable Tethering, browse. When it fails, it is usually drivers or the wrong USB mode.

Checklist

1. Use a data-capable cable (not charge-only).
2. On phone: USB tethering on; select File transfer/MTP first if required by OEM.
3. In Windows Device Manager, check for unknown RNDIS/tether adapters.
4. Disable forced VPN kill-switches that block the new interface.

Some carriers disable tethering on the plan—settings appear but data never flows.
